settlers, a response to a horrific
drive-by shooting by Popular
Front for the Liberation of Pales-
tine terrorists that took the life of
a mother and her 12-year-old son,
provoked a quick response from
Washington.
Mr. Clinton, echoing the lan-
guage of earlier Oval Office occu-
pants, agreed with a reporter that
Israel's settlements' policies were
an "obstacle" to peace, not just the
"troubling" development described
by his spokesman earlier.
Despite Israeli assurances that
the move was simply meant to
bring "parity" to the treatment of
settlers, there is deep frustration
here over what administration of-
ficials see as Mr. Netanyahu's 'will-
ingness to sacrifice the peace
process to domestic politics.
The prime minister argues that
the network of settlements is an

curity; key players in the Clinton
administration see Mr. Netan-
yahu's concessions to the settlers
as a sop to right-wing forces at
best, as a bald attempt to change
facts on the ground to preclude
major territorial concessions at
worst.
Officials here also worry that
last week's Israeli actions reflect
a fundamental incompatibility be-
tween Mr. Netanyahu's strategy
in negotiations and the approach
of the previous government.
The Rabin-Peres approach was
to defer the most difficult issues,
like the future of Jerusalem and
the ultimate disposition of the set-
tlements, in an effort to build up
Palestinian investment in the
process. In contrast, the Ne-
tanyahu government seems de-
termined to draw clear lines on
those issues from the outset.
The decision to restore benefits
to the settlers, officials believe, was
the clearest reflection of that
change, and it puts Jerusalem
squarely in opposition to funda-
mental administration strategy.
The resulting pressure will be
more subtle than it was under the
regime of former Secretary of
State James Baker, and it will be
muted by the fact that the ad-
ministration is just as unhappy
with Palestinian Authority Pres-
ident Yassir Arafat, whose brink-
manship and inconsistency are
major factors in continuing anti-
Israel violence and an even
greater impediment to the nego-
tiations than Mr. Netanyahu's set-
tlement policies.
But the pressure will be real. D
