But the real story at last month's hearings, according to several participants, was the growing high-level administra- tion and congressional involve- ment in the controversy. The presence of Paul A. There also are indications that Rep. Ben Gilman, R-N.Y., will hold hearings of his International Relations Committee on the broader subject of restitution in the spring. The Swiss counteroffensive has included meetings in the past two weeks with a number of Jewish groups in what one Capitol Hill source called "a clear and very sophisticated strategy of damage control.
