haven."
Edgar Bronfman, president of
the World Jewish Congress, the
group that touched off the recent
series of investigations, warned
that time is running out.
"While we work," he said,
"Holocaust survivors now in their
twilight years are dying. That is
why the imperative to uncover
historical truth must be weighed
against the flesh and blood needs
of the aging victims."
He called on the Swiss to make
a "good faith financial gesture —

one that does not prejudice the
outcome of any final settlement
— so that those who have suffered
so much may yet see in their life-
time some measure of justice
done."
But the real story at last
month's hearings, according to
several participants, was the
growing high-level administra-
tion and congressional involve-
ment in the controversy.
The presence of Paul A. Vol-
cker, a former chairman of the
U.S. Federal Reserve Board who
now heads a committee of Jew-
ish groups and Swiss bankers in-
vestigating claims based on
dormant accounts, and Stuart
Eizenstat, an undersecretary of
commerce detailed to the Swiss
investigation by the administra-
tion, added weight to the pro-
ceedings.
There also are indications that
Rep. Ben Gilman, R-N.Y., will
hold hearings of his International
Relations Committee on the
broader subject of restitution in
the spring.
The Swiss counteroffensive
has included meetings in the
past two weeks with a number
of Jewish groups in what one
Capitol Hill source called "a clear
and very sophisticated strategy
of damage control. Their strate-
gy seems to look for divisions
within the Jewish community on
this issue, and presumably ex-
ploit them."
