stake in Africa Israel, bringing a
sizable capital gain and injection
of liquidity, UBS said.
Assuming that the Tel Aviv
Stock Exchange regains its up-
ward trend, UBS estimates Bank
Leumi "stands to register signif-
icant profit growth." During the
last two years the TASE has suf-
fered from a slowdown.

Jerusalem (JPFS) — The Pales-
tinian Authority and European
Union signed an interim agree-
ment signalling the recognition
of the PA as a full partner of the
Euro-Mediterranean Partner-
ship.
The agreement on trade and
cooperation was signed by PA
Planning and International Co-
operation Minister Nabil
Shaath. In a statement, the EU
said the signing reinforces the
message that Europe sees the
Palestinians as "equal partici-
pants in the emerging Euro-
Mediterranean space."
The agreement is similar to
those signed with other coun-
tries in the region but also re-
confirms trade concessions
offered to Palestinians since
1986 and provides for free trade
during a transitional period of
five years.
Furthermore, the existing
agriculture arrangements have
been renewed, with a review in
two years.
The European Commission
recently signed a financing
agreement with the PA's Min
istry of Finance for Ecu 20 mil-
lion to be transferred to the PA
Ministry of Education. This fol-
lowed PA Chairman Yassir
Arafat's meeting with European
foreign ministers in October,
when he requested assistance.
The EU contribution to the
PA's 1996 expenditures now to-
tals $86.1 million. Since 1987,
the EU has committed $1.14 bil-
lion to the Palestinians and has
disbursed $994 million.
