In the long lull before the rede-

ployment of IDF troops in He-
bron, Israel's international
standing falters and Israelis are
concerned about war with the
Arab states — 63 percent, ac-
cording to a Gallup poll pub-
lished last weekend.
Into this confusion steps two
intriguing ideas: "national uni-
ty" and "consensus."
The first essentially means
the formation of a new govern-
ment (without elections). It
would bring the Labor Party out
of the cold and enable it to share
power — and, equally impor-
tant, to shape policy — as the
strongest partner in Likud
Prime Minister Binyamin Ne-
tanyahu's coalition.
"Consensus" is Mr. Ne-
tanyahu's hopes for Labor's
backing in the peace talks with-
out needing to bring that party
into the government. Likud
Prime Minister Menachem Be-
gin did this in the late 1970s
during his historic talks with
Egypt.
Not surprisingly, the leading
proponent of a national unity
government is Labor Party
Chairman Shimon Peres. He
has portrayed the move as a dra-
matic rescue mission to save the
country from the hands of an in-
experienced prime minister
laden with radical-right-wing
supporters.
Mr. Peres' dark reading of the
situation sounds like the flip side
of the apocalyptic outcries of the
West Bank settlers during the
early implementation of the Oslo
accords — though so far he has
stopped short of predicting an-
other "Holocaust" and the "de-
struction of the state".
