David Levy
Visits Cairo

Jerusalem (JTA) —Foreign Min-
ister David Levy traveled to Cairo
in an effort to defuse recent Is-
raeli-Egyptian tensions.
Despite the recent critical state-
ments emanating from Cairo
about the pace of the peace
process, Mr. Levy described his
meetings with Egyptian President
Hosni Mubarak and Foreign Min-
ister Amre Moussa as positive.
"Relations between Egypt and
Israel are very important and
peace between the two states can
be a model for the rest of the par-
ties," Mr. Levy said at a joint news
conference with Mr. Moussa,
adding that the two sides had dis-
cussed ways to push the peace
process forward.
Mr. Moussa, for his part, had
an implied criticism of the Israeli
stance in the ongoing negotiations
with the Palestinians about im-
plementing a turnover of most of
Hebron to self-rule.
Peace "has to be balanced be-
tween the Israelis and the Pales-
tinians, not to be imposed but to
be agreed upon," he said.
"Balance, agreement and fair-
ness were the points stressed by
the president," Mr. Moussa said,
describing the talks between Mr.
Levy and Mr. Mubarak.
The talks between Israel and
the Palestinians have been held
up over disagreements on the se-
curity aspects of a long-delayed
Israeli troop redeployment from
most of Hebron.
Each side has blamed the oth-
er for stalling on the agreement.

Israel Offers
An Apology

Jerusalem (JTA) — Israel has
apologized for the shelling of a vil-
lage in southern Lebanon village
in which a civilian woman was in-
jured.
The apology was conveyed to a
meeting of the five-nation moni-
toring committee, which convened
in the Lebanese town of Nakoura
to address a Lebanese complaint
about the shelling. The commit-
tee had been created this year to
monitor the April cease-fire that
ended Israel's cross-border fight-
ing with Hezbollah units in south-
ern Lebanon.
Under the terms of the truce,
Israel and Hezbollah agreed not
to launch attacks from or target
civilian areas.
Israel told the committee that
the Israel Defense Force and its
allied South Lebanon Army had
fired on the Lebanese village to
retaliate for the killing earlier this
week of an SLA soldier by a road-
side charge laid by Hezbollah
fighters.
The committee condemned the
Israeli action, but stopped short
