'.he Negev will be the test of the Jewish people and the Jewish state ... This effort will determine the fate of
the State and the place of our people in the history of mankind ..." With these words David Ben-Gurion de-
. scribed the challenges we would face with the growth of the Israeli population and the dawn of a new era of
peace and consequent opening of Israel's southern border.
The Negev, with it's large land reserves, fascinating landscapes, new water resources and a population with initia-
tive, has some striking advantages for agriculture, tourism, and associated fields.
The Action Plan Negev Campaign, developed by Karen Kayemeth (JNF) , The Jewish Agency, the Ministry of
Tourism and the Ministry of Agriculture, represents a unified and integrated effort to advance Ben-Gurion's vision
and develop the Negev. While the Negev makes up about 60% of Israel's territory, less than 10% of the country's
population lives there.
Action Plan Negev takes into account the processes Israel is going through in the 1990's, in particular the growth
of a densely-populated urban industrial and economic concentration in the center of the country. Intensive urban
development in the central region has seriously constricted the amount of farmland available there and has caused
an accelerated decline in the agricultural activity.
The object of the Action Plan Negev program is to create long-term economic growth in Israel's south. The pro-
gram has established goals, examined development targets, and analyzed the Negev's geography, history, and settle-
ment in order to create economic opportunities appropriate to the region. The project's development efforts will be
focused largely on the areas of recreation, tourism, agriculture, industry, infrastructure and roads.
You will be learning more regarding JNF's role with: fish ponds, greenhouses, citrus groves, olive cultivation, land
reclamation for agriculture, recreation, tourism and research projects. All are crucial to the success of Action Plan
Negev.
