son, we need to do all that we
can as soon as possible to sal-
vage peace. The foundations
were laid down thanks to an in-
tensive and painstaking diplo-
macy over the past four years ...
Shall we endanger all that we
have achieved by turning back
the clock? Does Israel really
want to return to the fortress
mentality and the arrogance of
power?"
Then there are the Europeans.
With a full agenda, including
monetary union, expansion of the
European Union, and on going
trade disputes, at an early Oc-
tober meeting in Luxembourg,
the foreign minister of the Euro-
pean Union issued its most stri-
dent anti-Israeli statement since
May 1980. Then it advocated
Palestinian self-determination
and PLO association with the ne-
gotiating process. Now it stated,
as didKing Hussein, that 'the re-
cent incidents [of violence] were
precipitated by frustration and
exasperation at the absence of
any real progress in the peace
process."
For the first time, the EU af-
firmed its policy on the future
status of Jerusalem saying that
"east Jerusalem is subject to the
principles set out in UN Securi-
ty Council Resolution 242, no-
tably the inadmissibility of the
acquisition of territory by force
and is therefore not under Israeli
sovereignty."
I recently asked an EU official
deeply involved in drafting EU
policy statements on the Middle
East why this increased atten-
tion?
"We are new player [in inter-
national relations], so we need
visibility and prestige and the
Middle East peace process affords
us that opportunity," he candid-
ly said.
With a new policy statement
in hand, the EU is poised to ap-
point its own Middle East envoy
to try and cook at the stove of Is-
raeli-Palestinian negotiations. To
punish Israeli actions and pro-
crastination, the EU is consider-
ing slowing the implementation
of new trade agreements with Is-
rael. For their parts, Iran and all
Arab sides are fully supportive of
a more active and involved Eu-
ropean role, one that could balance
Washington's perceived support
for Israel.
But Washington's patience
with the Netanyahu government
is also wearing thin. With con-
troversial issues — Jerusalem,
the settlements, and the pace of
future withdrawals from the
West Bank — to be resolved by
May 1999, as set by the Oslo Ac-
cords, more friction if not open
disagreement between Wash-
ington and Jerusalem is possi-
ble. This is true regardless of
whether Democrats or Republi-
cans control American foreign
policy in the next four years. ❑
