I recently asked an EU official deeply involved in drafting EU policy statements on the Middle East why this increased atten- tion? "We are new player [in inter- national relations], so we need visibility and prestige and the Middle East peace process affords us that opportunity," he candid- ly said. With a new policy statement in hand, the EU is poised to ap- point its own Middle East envoy to try and cook at the stove of Is- raeli-Palestinian negotiations. To punish Israeli actions and pro- crastination, the EU is consider- ing slowing the implementation of new trade agreements with Is- rael. For their parts, Iran and all Arab sides are fully supportive of a more active and involved Eu- ropean role, one that could balance Washington's perceived support for Israel. But Washington's patience with the Netanyahu government is also wearing thin. With con- troversial issues — Jerusalem, the settlements, and the pace of future withdrawals from the West Bank — to be resolved by May 1999, as set by the Oslo Ac- cords, more friction if not open disagreement between Wash- ington and Jerusalem is possi- ble.
