JAMES D. BESSER

WASHINGTON CORRESPONDENT

Israeli Minister of Public Securi-
ty Gen. Avigdor Kahalani was a
busy man during his visit to
Washington.
In addition to a number of cer-
emonial functions — the Israeli
official laid a wreath at Arlington
National Cemetery, accompanied
by leaders of the Jewish War Vet-
erans, and visited the U.S. Holo-
caust Memorial Museum — Mr.
Kahalani held meetings with a
number of law enforcement offi-
cials here.
The private part of his sched-
ule included sessions with officials
of the Drug Enforcement Admin-
istration and the Bureau of Alco-
hol, Tobacco and Firearms, the
favorite villain of right-wing con-
spiracy groups.
He also met with officials at the
State and Justice departments;
the agenda, according to sources
here, included closer cooperation
in anti-terrorism activities and on
the always-sensitive issue of ex-
tradition of terrorism suspects.
Mr. Kahalani also discussed the
security implications of the He-
bron negotiations — although a
scheduled meeting with Mr. Ross
was scrubbed because of the on-
going talks in the region.
In the wake of the Kahalani vis-
it, some Jewish groups are laying
the groundwork for additional
anti-terrorism legislation in the
105th Congress.
After a session with Mr. Kaha-
lani, leaders of the Conference of
Presidents of Major American
Jewish Organizations, a group
that has been in the forefront of
the anti-terror battle, indicated
they were readying a drive for leg-
islation that would outlaw the pos-
session of chemical or biological
weapons, or the materials to pro-
duce such weapons.
An official of the National Se-
curity Council told participants at
a seminar sponsored by the group
that the administration would
support such an initiative in the
upcoming session.

Conference
Raises Hopes

Cynics say the last thing the world
needs is another touchy-feely con-
ference on black-Jewish relations.
But participants at a meeting
sponsored by the Union of Amer-
ican Hebrew Congregations may
have come away with something
real: specific programs to help fos-
ter better relations between the
two groups at campuses around
the country.

NAACP, the United Negro Col-
