gram, then the ministry will
have to work the program into
its final form, then curricula will
have to be written and teachers
trained in how to teach it, Mr.
Shukrun. explains. However, he
expects the comprehensive
teaching of values to be under-
way by the second half of the
school year.
When Messrs. Hammer, Lif-
schitz and other national reli-
gious educators talk about their
education values, they speak
about the need to impress what
it means to be Jewish in a Jew-
ish state, and about the need to
bring Israelis of all leanings clos-
er together.
Israeli schools have come un-
der heavy criticism in recent
years for their lack of success in
teaching either Jewish studies
or democratic citizenship. If the
Authority aims to succeed where
Israeli public education has
failed in the past; it has its work
cut out for itself. ❑

The average Rumanian drinks
as much beer in a week as the
average Israeli does in a year,
which is why the presence of
some 100,000 Rumanian build-
ing workers in this country has
been a bonanza for the beer com-
panies.
To be sure, there is consider-
able concern about the impact on
local society of the estimated
quarter of a million foreign work-
ers now here, the majority of
them from Rumania and Thai-
land. But since they are doing
work that most Israelis won't do,
they will undoubtedly stay on
until there is a mass return of
Palestinians.
And considering the security
situation, that is not an imme-
diate prospect.
Meanwhile, a great many Is-
raelis — from beer manufactur-
ers and shopkeepers to pub
owners — are profiting from the
presence of the foreigners, and
particularly of the Rumanians.
They don't come to earn as-
tronomical salaries; few make
more than $800 to $1000 a
month (depending on how much
overtime they are willing to
