major House or Senate race in 1996. Many congressional candi- dates do pay lip service to the pro-Israel cause, usually when prospecting for campaign contributions from wealthy Jews. But their interest rarely extends beyond bland Mideast policy papers, often written by pro-Israel groups and circulat- ed only among potential Jewish givers. Another dimension to the change on Capitol Hill is gener- ational. Congressional newcomers, in many cases in their 30s and 40s, have a diminishing practical memory of a time when foreign policy was a vital element in the political process. The newly minted legislators also lack firsthand memory of the events that shaped Israel — the Holocaust, the War of Independence, the Six-Day War. When they are called on to make tough decisions about the Middle East, will they have the gut-level understanding of how and why Israel was created, or at least the intellectual frame of reference to allow pro-Israel ac- tivists to make the case for Is- rael's survival? At the same time, the Jewish community is hardly immune from the headlong retreat from world responsibility that has be- come a political given in the 1990s. More and more, Jews are turning away from active concern about Israel's survival — a function of Israel's growing prosperity and security, new and pressing needs in this coun- try and simple fatigue, as well as the increasingly bitter divi- sions in Israel over the peace process. In community after commu- nity, there is strong and grow- ing pressure to switch Jewish resources from support for Is- rael to support for domestic needs. The Jewish community is one of precious few blocs of voters that retain even a vestige of in- terest in foreign policy; if we join the headlong flight from inter- national responsibility, pro-Is- rael lobbyists in Washington will find it even harder to main- tain congressional interest in a little country half a planet away.
