Jewish groups were less en- thusiastic about an immigration reform bill that was expected to emerge from a House-Senate conference committee after a long delay. On Tuesday, Republican lead- ers agreed to remove the "Gal- legly amendment," which would allow states to bar the children of illegal immigrants from the < public schools, after stern warn- ings of a presidential veto. But that doesn't solve the oth- er problem that has provoked furious opposition by Jewish groups in recent days — the sweeping ban on government benefits for legal immigrants, language that echoes the re- cently passed welfare reform bill. This week, Jewish activists were lobbying hard to convince President Clinton to veto the bill even if this week's changes were approved by Congress. "We're aghast at Gallegly, but that's not the only problem with this bill," said Richard Foltin, legislative director of the Amer- ican Jewish Committee. "It also includes a significant rise in the minimum level of income you need to sponsor an immigrant coming to this country for fam- ily reunification purposes, which will make the level so high that many ordinary Americans will not be able to sponsor loved ones." That provision, he said, could affect many Jews from the for- mer Soviet Union. If the immigration bill re- ceives final congressional ap- proval this week, he said, Jewish groups are hoping for a presi- dential veto; if it doesn't, they will begin laying the ground- work now to fight its inevitable reappearance in the 105th Con- gress. ❑ Many Colors!
