Members of the Orthodox com- munity have been engaging in "human contact" since 1989, when Russian immigration in- creased more than threefold from the previous year, according to Rabbi Avraham Jacobovitz of Machon L'Torah, who began pro- gramming for the new Ameri- cans at that time. The rabbi said while all factions of the Orthodox community open their doors to these immigrants, he singled out Yeshiva Beth Yehudah and the National Council of Synagogue Youth as the other organizations particularly active in the Russ- ian community.
