Binyamin Netanyahu's tete-
a-tete at the White House
was something more than a
social call on President Clinton,
something less than a diplo-
matic summit.
In fact, according to sources
here, it was more like a ballet
as both leaders did a delicate
dance around a number of ex-
plosive issues.
Mr. Clinton used the occasion
to press Mr. Netanyahu to live
up to the commitments made by
the government of former Prime
Minister Shimon Peres, includ-
ing the promised pullout from
Hebron.

But the sessions in Washing-
ton produced no discernible
movement in that direction, and
Mr. Ross declined to predict
when Syrian-Israeli talks might

Washington suggested that a re-
sumption is unlikely before the
November presidential election:\

leaders, but added little new to
the churning Mideast mix.

Mr. Netanyahu provided no
hints about his plans for the em-
battled West Bank enclave. In-
stead, he argued that a hasty
Israeli pullout would be bad for
the Palestinians as well as for
the Israelis.
Mr. Netanyahu, for his part,
wanted to divert the adminis-
tration by offering hints of new
initiatives on the Syrian front,
while repeating that Israel will
not enter renewed negotiations
with preconditions — including
promises to relinquish territory
on the Golan Heights.
"[Netanyahu] made it very
clear that he wants to resume
the negotiations," said Dennis
Ross, the administration's spe-
cial envoy to the Mideast talks.
"The Syrians have told us they
would like to resume the nego-
tiations. We'll have to see if we
