the Education Ministry's coex-
istence and democracy depart-
ment was convinced, too, and
allocated money to pay teach-
ers to teach debating skills.
Over 5,000 Jewish and Arab
teachers have since been
trained to teach.
The early 1990s were Siah
veSig's heyday. It established a
' , national Hebrew-Language De-
' bating League involving hun-
dreds of Israeli and Arab high
schools and thousands of young-
sters. Debating began to be used
as an educational tool in regu-
lar classroom studies at all lev-
els, from first to 12th grade; and
school parliaments and student
councils began operating ac-
cording to international debat-
ing society rules. The belief that
quality of Israel's public debate
must be upgraded grew rapid-
ly, and debating groups sprang
up in local community centers,
in universities and even in the
Israel Defense Forces.
Despite funding being a ma-
jor preoccupation of the society
at present, due to Education
Ministry budget cuts and a
dearth of public donors, Siah
veSig is hoping to be able to host
the 1998 World Schools Debat-
ing Championships in Israel.
"In less than a decade, Siah
veSig has wrought noticeable
changes in public debate," says
Mr. Weill. "It has reached far-
ther and faster than even the
optimists expected. We're work-
ing from the bottom up, so
change takes time. But I believe
a grass roots effort like this can
play an important part on civ-
ilizing public discourses in this

Israeli scientists at the Hebrew
University of Jerusalem have
discovered a sure-fire way of
catching a thief. A plant thief,
that is. They apply the same
techniques used in forensic
medicine to detect the "bad

guy."
Molecular markers in the
DNA of a plant give the same
clues to identity as they do in
human typing. With the stakes
high in the multi-million-dollar
flower and ornamental plant
business, genotype detection
promises a welcome protection
for plant cultivators.
"We can look at 10 plants and
see if they are mutants from
each other, brothers or sisters,
or not related at all. In a few
weeks, we can actually build an
