More than any other factor, ac-
cess to oil and protecting the in-
tegrity of friendly oil-producing
Arab states precipitated Wash-
ington's recent attacks on Iraq.
American cruise missiles target-
ed at Iraqi military installations
were not meant to take sides in
Kurdish infighting. They were
aimed at protecting Washington's
Arab oil producing allies.
Once Defense Secretary Perry
made it clear that the United
States would prefer not to inter-
vene in Kurdish factional strife,
Iraqi President Saddam Hussein
interpreted that as an American
green light to maul groups in
Kurdistan hostile to his rule.
Two-thirds of the known oil re-
serves in the free world sit un-
derneath the Middle East. Iraq
possesses more than 100 billion
barrels in known oil reserves, sec-
ond only to Saudi Arabia in the
Arab world. And two-thirds of
Iraq's oil reserves are located in
areas inhabited by the Kurds.
For more than half a century,
the Iraqi central government has
feared and moved against Kur-
dish separatism, periodically sup-
pressing any threat to Baghdad's
main source of foreign currency
earnings.
Middle Eastern Arab regimes
that control oil or natural gas re-
serves are authoritarian at best
and dictatorial at worst. These
regimes have dissident and usu-
ally fragmented ethnic or reli-
gious groups trying to wrest
power. So far, with the exception
of Iran, regime opposition forces
have failed in overthrowing ex-
isting regimes. Since the 1979
Iranian revolution did not pose
an immediate threat to other oil
producing countries, neither the
United States nor a coalition
moved to thwart the Shah's fall.
What triggered this latest con-
frontation? While angrily chafing
under U.N. sanctions that include
an embargo on the sale of oil, Sad-
dam saw an opportunity to so-
lidify himself internally. He
sought to sow further division
within the Kurdish tribal com-
munity and to root out a political
opposition group supported by his
nemesis Iran.
