The existing Rutenberg sta- tion has been the cause of con- troversy between the Electric Corp. and State Comptroller Miriam Ben-Porat. The origi- nal twin 550 MGW-unit power plant was to be operational by 1986. But only one unit was put into operation in August 1990 and the second unit became op- erational in November 1991. Last year's State Comptrol- ler's report criticized both the Electric Corp. for not meeting its deadlines, as well as the Elec- tric Corp.'s board of directors for not moving the project along when it became stalled.
