mestic work and in services.
No Israeli complains that
they are taking jobs away from
him. On the contrary, attempts
to direct demobilized soldiers or
new Russian immigrants into
the thriving construction in-
dustry have all failed. For one
thing, the wages are too low.
The real victims are the Arabs
of the West Bank and Gaza. Un-
employment is extremely high
in those areas and as a result
the economy is shaky. Yet it
must be repeated that this is not
prejudice against Arabs but a
natural concern for security. A
fanner or contractor who hires
Romanians or Poles has no fear
that one of them will stick a
knife in him when he turns his
back.
There is no doubt that as long
as Israel's flourishing economy
is in need of labor, and as long
as Israelis are unwilling to un-
dertake distasteful tasks, there
will be import of workers from
abroad. But there also is con-
siderable expression of dissatis-
faction. Warnings are heard that
foreign workers may bring in
their families who will become
a local burden and create grave
social problems such as those
which exist in Germany and oth-
er countries which have become
dependent on foreign labor.
Idealists also question what
has become of the great Zionist
goal to set up a land where Jews
were toperform all the functions
and where labor was supposed
to have a dignity of its own. Is
this the ideal Jewish state,
where Jews are bosses and oth-
ers perform the hard work? The
reply may be that conditions are
different in a new era of tech-
nology and materialism, where
the ideals of yesterday are no
longer applicable.
And now it is wished that
everyone become a university
graduate. A noble goal indeed,
where academicians will harvest
the oranges and Ph.D.s will pour
concrete. D
