Elul believes that by making the insights of Jewish learning available to the main- stream of Israeli society, it will be creating a common language for dialogue and understanding be- tween all Jews in Israel. ❑ nternational Marketplace WZPS Quiet Revolution In Education A quiet but important revolution is taking place in the field of high- er education in Israel. In a re- versal of the progression in other countries whereby public colleges and universities were created as an alternative to private colleges, Israel is currently seeing private colleges develop to relieve the de- mand on the publicly subsidized universities. Naftali Wittman, a member of the Israel Council for Higher Ed- ucation, which in 1988 began granting College of Management (COM) authorization to award degrees, says, "the colleges relieve the demand on the universities for undergraduate degrees, there- by freeing them, both financially and physically, to develop their advanced research programs." Since its founding in 1965 by the Union of Administrative and Public Service Employees, COM has trained and educated some 300,000 men and women in a va- riety of courses ranging from of- fice skills and management to marketing and real estate. In fact, it has outgrown its name in many regards with its offerings of as- sociate degree programs in com- puter technology, construction and industrial engineering and other technical courses. In 1988, COM was authorized to award degrees in business ad- ministration; in 1993 it was ac- credited to grant law degrees, and in April 1996 it was given the go- ahead to register students for an MBA program at its School of Business Administration — the oldest and largest of the college's schools. COM also awards bachelor de- grees in media studies and an in- terdisciplinary degree combining business and law. Application has been made to award degrees in economics, and the academic courses being offered in behav- ioral studies are shortly expect- ed to lead to a degree.
