was given the matter at the time,
so as not to create panic. The only
practical result was a tightening
of the building construction
codes. What more could they do?
Last year, little attention was
paid to the warning from Pro-
fessor Dimitri Koznyatzov of the
Russian Institute for Predicting
Earthquakes, who had estab-
lished a reputation for being able \
to call the shots. He said all in-
dications pointed to a serious
quake being imminent and Is-
raeli experts are now again
sounding the same alarm. Pro-
fessor Yaakov Glick of the facul-
ty of civil engineering at the
Technion is one of those very
much concerned. He is not both-
ered by some critics who claime
he is being "hysterical." He ad- -
duces evidence showing that the
Yagur fault just outside of Haifa
is a very likely site. What does
disturb him is that this area con-
tains hundreds of miles of un-
derground fuel pipelines, gas and
oil storage tanks, industrial firms
which produce and store highly
poisonous or flammable mate-
rials, all of which could be re-
leased by an earthquake, with
terrifying results.
The landing of an Iraqi Scud
here during the Gulf War, not far
from the oil refineries, made
many shudder at the possibili-
ties.
Intensive, responsible studies
have been made and have been
submitted to the proper govern-
ment authorities. To the best of
my knowledge, these have nev-
er been published. Why frighten
the public when there is nothing
we can do is the response. Pro-
fessor Glick is also disturbed that
not all the recommendations for
strengthening structures have
been implemented.
The only ones who seem to
have taken the warnings seri-
ously are the insurance compa-
nies. Earthquake insurance was
formerly part of the standard
home policy coverage. Two years
ago the premium for earthquake
overage was sharply increased
to such an extent that it has now
been made optional with the poli-
cies. ❑
