Operation Solomon

The American Joint Distribution
Committee (JDC) has been in-
volved in Ethiopia since 1981,
when the government of Israel,
the Jewish Agency and JDC
opened negotiations with the
Ethiopian government. Their pri-
mary goal was to create a strate-
gy which would ultimately lead
to the rescue and evacuation of
Ethiopian Jewry.
Following a series of negotia-
tions with the Ethiopian govern-
ment, JDC was allowed to
officially enter the Gondar
province to establish non-sectar-
ian programs which would ulti-
mately create a network for
maintaining contact with various
Jewish villages throughout the
region. During this operation,
JDC was able to lay the founda-
tion for Operation Moses, during
which thousands of Ethiopian
Jews were airlifted to Israel.
Following the success of the op-
eration, Ethiopian President
Mengistu Haile Mariam received
a tirade of criticism from his Arab
neighbors and launched repeat-
edly. In the interim, as rebel
forces posed an increasing threat
to his regime, Mengistu at-
tempted to engage the Israeli gov-
ernment in a deal through which
Israel would supply him with
arms and weaponry in exchange
for the release of Ethiopia's Jews,
Israel refused.
Between January and May of
1990, as negotiations between the
Israeli and Ethiopian govern-
ments continued, the American
Association for Ethiopian Jewry
felt the time was ripe for moving
the Jewish population from
Gondar and its surrounding ar-
eas to Addis Ababa. This result-
ed in the arrival of approximately
16,000 people in Addis Ababa
with little or no resources.
In order to cope with the situ-
ation, JDC established a com-
prehensive medical program and
a system of care and maintenance
to provide stipends for the Jew-
ish population. It established an
accommodation bureau to locate
housing throughout the capital.
By May of 1991, it succeeded in
conquering pneumonia, estab-
lishing mother and child clinics,
a health education program, a
soap factory and brick-making
operation. It built the largest Jew-
ish school in the world on the
grounds of the Israeli embassy,
staffed by Israeli and Ethiopian
teachers. JDC also established a
bakery and food purchasing sys-
tem to provide the Jewish popu-
lation with nutritional basics.
Through this medical program,
JDC succeeded in lowering the
death rate of the Jewish popu-
lation from 40 per month to sin-
gle digit figures. It also
