hile President Clinton
was whistling into
Wyandotte on Tuesday,
delegates to the Demo-
cratic National Convention in
Chicago were singing other
tunes.
Some 400 Jewish delegates
were among the 4,000 gathered
at the United Center for four
days. They were there to reac-
quaint themselves with old
friends, meet new ones and dis-
cuss Israel, welfare, prayer in
school and education. And
though there were no contests in
choosing a presidential candi-
date, there were many issues to
be addressed.
Barry Lepler, 53, an American
history teacher at Berkley's
Norup Middle School, was at-
tending his first national Demo-
cratic convention. While
Democrats seem to agree on most
issues, he admitted that the new
welfare reform bill is troubling.
"The welfare bill concerned
some of us, like myself," Mr. Lep-
ler explained. "At Norup, we have
a sizeable number of Russian im-
migrants and the bill restricts a
lot of aid to legal immigrants.
They are very hard-working and
they have sons and daughters
who work very hard.
"You can really see the dream
of the land of opportunity in these
people. Jewish Family Service
and Jewish Vocational Service
help them a great deal until they
can get established, but the wel-
fare bill will restrict a lot of aid."
Nevertheless, he maintains
"the Democrats are truly united
behind the president. The plat-
form is moderate, but one that
really differs from the Republi-
cans'. Clinton calls himself a new
Democrat. If you look at some-
thing like policing, crime, hand-
gun control, strong separation of
church and state, these are issues
that are not normally on the De-
mocratic platform."
"I think my constituents are
okay with [the welfare legislation].
He [Clinton] has always been a
New Democrat. He's not conserv-
ative, but he has moved away
from traditional liberalism."
When it comes to other issues
of Jewish concern, Mr. Lepler ad-
mits his agenda is often more per-
sonal than that of representing
his constituents. "The president
has been a strong supporter of Is-
rael and has helped the peace
process. I think he's done the
right things - supporting Israel
with military and economic aid."
Delegate Faylene Owen, 55, of
East Lansing, was attending her
second Democratic convention.
As co-chair of President Clinton's
finance committee, she was in-
vited to join the president on his
train tour through Michigan.
