Jerusalem (JPFS) — The Knesset
Finance Committee approved cuts
to the 1996 budget by a wide mar-
gin, though only on condition that,
in exchange for other cuts, funds
will be restored at a later date to
some of the programs affected.
The committee approved the
cuts 8-1, with two abstentions, af-
ter this formula was agreed on.
All coalition MKs voted for the
cuts; the abstentions came from
Avi Yehezkel (Labor) and Amnon
Rubinstein (Meretz). Ophir Pines
(Labor) voted no.
According to the compromise
formula, each minister will have
the right to redistribute the cuts
within his own ministry, subject
to the committee's approval. Thus
Labor and Social Affairs Minister
Eli Yishai could restore some of
the money which was cut from his
welfare budget in exchange for
equal cuts in, for example, pro-
fessional retraining programs. Al-
ternatives to cuts affecting
programs for new immigrants
will be worked out jointly by Ab-
sorption Minister Yuli Edelstein,
Finance Minister Dan Meridor,
and the minister to whose budget
the program actually belongs.
Social welfare programs and
projects affecting new immigrants
are the items most likely to have
money restored to them.

Israel Urged:
Buy American

Jerusalem (JPFS) — A senior
U.S. trade official urged Israel to
increase imports of American
products and lift certain barriers
which hurt such imports.
Stuart Eizenstat, undersecre-
tary for international trade at
the Commerce Department, said
U.S. goods account for only 19 per-
cent of Israel's overall imports, far
less than imports from the Euro-
pean Union.
At a meeting with Bank of Is-
rael Governor Jacob Frenkel,
Eizenstat and U.S. Ambassador
Martin Indyk complained that Is-
rael imposes restrictions which
hurt U.S. imports, the central
bank said. It did not give further
details.
But Mr. Indyk in the past has
said Israel's insistence on stan-
dard metric packaging favors Eu-
ropean over U.S. imports. He has
also said that a lack of strong en-
forcement of intellectual proper-
ty rights deters many U.S.
companies from operating in Is-
rael.
The Americans also expressed
concern about Israel's current ac-
count deficit in it. balance of pay-
ments, expected to widen from
last year's $4.1 billion, as well as
inflationary developments, and
the slow pace of privatization.
