Kemp Is
Jewish Plus

Will the nomination of former
Rep. Jack Kemp change the long
odds against a big Jewish
turnout for Bob Dole in Novem-
ber? •
The unequivocal answer is,
maybe.
"If Kemp campaigns like Jack
Kemp, it could be a big plus for
the Republicans when it comes
to Jewish votes," said a promi-
nent Jewish politico — a wor-
ried Democrat. "He's respected
and liked; more than any oth-
er candidate, he has strong con-
nections to the Jewish
community and a heartfelt feel-
ing for Israel. He also reflects
many Jewish humanitarian in-
terests even as he espouses a
conservative economic philoso-
phy."
But if Mr. Kemp is forced to
stick closely to the GOP platform,
the most conservative in recent
memory, his impact on Jewish
voters will be minimal, this an-
alyst suggested.
In his 18 years in the House,
Mr. Kemp played a pivotal role
in increasing and maintaining
Israel's foreign aid and in bat-
. tling the Palestine liberation Or-
ganization. He also was active in
the movement to free Soviet Jew-
ry, and his wife was chair of the
Congressional Wives for Soviet
Jewry.
Mr. Kemp is also an exciting
campaigner, an antidote to the
dull Mr. Dole.
But most political observers
predict that Mr. Kemp's second-
fiddle status will preclude a
surge of Jewish defections from
the Clinton- Gore ticket.
"The only thing that would
push a substantial number of
Jews to the Republicans would
be the nomination of Binyarnin
Netanyahu," said Benjamin
Ginsberg, a political scientist at
Johns Hopkins University. "Jews
will still look at the top of the
ticket, and the fact that Dole is
not historically connected to the
Jewish community. Kemp's pri- •
mary impact will be to generate
enthusiasm among Jewish. Re-
publican activists who, as a re-
sult of his place on the ticket, are
likely to increase contributions.
But it won't result in many new
Jewish votes."
But that equation could be
different in Orthodox bastions
such as New York, California
and Florida, where Dole forces
have sensed a growing oppor-
tunity in recent weeks — an op-
portunity that, analysts say, Mr.
Kemp will be in a good position
to exploit.
"Still, the numbers are very
small in Jewish terms," Mr.
Ginsberg said. "But overall, this
was a very smart, very surpris-
ing move."
