that modern times have brought
assimilation in India as through-
out the world.
The core ofJDC's social welfare
program in India is the cash as-
sistance program. Cash is given
out once a month to over 80 fam-
ilies. I attended my first cash as-
sistance day and was astonished
by the attitude toward giving
money. There was a lack of pri-
vacy and confidentiality which
was a shock, coming from my
American perspective.
Here everyone knew everyone
else's business. Staff and volun-
teers alike were offering advice
and comments without being
asked. Cash was counted in front
of several recipients and given
without an envelope. One volun-
teer continually harassed certain
recipients and aggressively
grabbed their thumbs to make a
print for identification.
Upon reviewing this with oth-
er staff, it became clear that they
were uncomfortable with the
process. There was a clear com-
mitment to social welfare by both
the JDC as an organization and
the staff, but we were continuing
what had always been done be-
cause it was difficult to change.
Together, the stafrhas worked
to make a more organized and
confidential process. We have be-
gun putting money into envelopes
and counting the money prior to
recipients' arrival. Furthermore,
we have moved the dissemination
of funds into a more private room.
A woman who had been previ-
ously involved in our cash assis-
tance program joined us to see
how the program has progressed.
A young, attractive woman
walked in to receive her monthly
assistance. The visiting woman
commented, "Why isn't she in job
training?" Consequently, in the
presence of the recipient, a long
discussion ensued in English
about her being placed in job train-
ing. It was then translated into
Marathi, the local language, while
many of us sat there.
Afterwards, I thanked the vis-
iting woman for her suggestions
about job training, but shared my
concern about the forum. She in-
formed me that I have an Amer-
ican mentality. She said
confidentiality is not the way the
Indian system works; it is one big
family and Westerners should not
impose their values.
My background in social work
and the Jewish community did
not necessarily prepare me for the
challenges I face in India. Flexi-
bility is critical and so is the un-
derstanding that I am only here
for a short time. Other people have
to live with the consequences of
my actions.
My main responsibility is to en-
able the community to function as
effectively as possible after the
American volunteers leave. Keep-
ing this goal in mind curbs my de-
sire to implement drastic change
in a short period of time. ❑
