Samuel Cohen, Dedicated To Serving Samuel Cohen, 75, former Detroiter of Flori- da, died Aug. 6. Mr. Cohen devoted 34 years to Jeiwsh communal service, including 20 years as associate director of the Jewish Federation of Metropolitan Detroit. Mr. Cohen first served Federation with the Allied Jewish Campaign's Mercantile Division and in the budgeting and planning department during the 1950s. Mr. Cohen, who retired from Federation in 1983, held responsibility for agency administration, budgeting and planning and community relations. During his tenure at Federation, he was instrumental in creating the Jewish Family Service program, providing emergency assistance for the poor, a housing relocation program for the elderly and the first Jewish Federation Apartments.
