domestic divisions that demand
extraordinary skills at compro-
mise and conciliation.
The new prime minister has
not yet revealed whether he will
seek to build a new national con-
sensus, or simply try to exploit
those divisions for the good of his
party and his government, fur-
ther emulating the American
politicians to whom he has been
compared.
Mr. Netanyahu, an astute
politician, is moving with great
deliberation in altering the Mid-
dle East peace process. Will his
evolving policies ultimately
strengthen the peace talks by
forcing greater Palestinian com-
pliance and Syrian flexibility? Or
will he lead the talks into diplo-
matic gridlock?
There are endless theories ad-
dressing these questions, but so
far, the new prime minister has
not tipped his hand — and the
response from the Palestinians,
Jordanians and Syrians can only
be guessed at.
So in Israel, too, summer has
brought a kind of uneasy stasis
as voters wait for responses to
great challenges, and hope that
the leaders they elected respond
with something more than polit-
ical cliches and self-serving
gamesmanship. 0

Vandalism
Reignites Debate

Recent vandalism at Fort Bragg,
N.C., threw cold water on the
Pentagon's insistence that hate
groups in the military are a triv-
ial problem.
In that incident, swastikas
were painted on the doors of
black servicemen at the facility,
which has been described as a
hotbed of extremist activity.
Earlier this year, three mem-
bers of an elite military unit based
at Fort Bragg were arrested in the
shooting deaths of a black couple,
a crime officials say was motivat-
ed by racial hatred.
"The army has argued that ex-
tremist activity on military bases
is a minor problem, in percent-
age terms," said Jess Hordes,
Washington director for the Anti-
Defamation League, the group
that has taken the lead in press-
ing military authorities to devel-
op stronger preventive measures
for dealing with racist and neo-
Nazi activity. "But in real terms,
the numbers are very disturbing.
They've tried to minimize the
problem; last week's incidents
should help us make our point
that this is something that needs
to be taken very seriously."
The ADL testified at a recent
congressional hearing that ex-
tremist groups are particularly
active in seeking recruits among
elite units such as the Special
Forces headquartered at Fort
Bragg.
