tional unity government was
formed and Mr. Peres rotated the
prime ministership with Yitzhak
Shamir). Harold Stassen may
have lost more national elections,
but at least the Republican Par-
ty had the sense not to go down
with him.
During most of Mr. Peres'
long tenure at Labor's helm,
Yitzhak Rabin was more popu-
lar with the general public. But
Mr. Peres was more popular
with the party regulars, and
they repeatedly chose him as
their leader until 1992, when
Rabin won.
Now, despite yet another
Peres loss, many long-time loy-
alists are trying to keep him in
power. Yossi Beilin has urged

elect Mr. Peres as chairman in
next summer's Labor Party elec-
tions. If a winner, Mr. Peres
would continue to reign until
1999; only then would the Labor
candidate for the 2000 elections
be nominated, according to Mr.
Beilin's plan.
The two leading candidates to
take over the Labor Party, for-
mer ministers Haim Ramon and
Ehud Barak, have been blam-
ing each other for the recent de-
feat. Mr. Peres' supporters argue
that only their man can for the
moment keep the party unified
and focused on attacking the
government.
This argument might be per-
suasive if Mr. Peres made it
clear that he intends to step
down after a relatively brief
transitional period. But he has
not done so. So the voices for
generational change are getting
louder and more impatient.
"Shimon Peres can contribute
a great deal to the party, but he
must know from the outset that
this contribution has a begin-
ning and an end," said Uzi
Baram, another likely contender
for Labor's top spot.
"One of the tests of leadership
that great leaders sometimes
fail, Churchill being an exam-
ple, is in knowing the right time
to leave the political scene,"
Yehezkel Dror, a former long-
time Peres adviser, wrote in the
Ha'aretz newspaper. "It would
be a pity if Shimon Peres, too,
fails that test." ❑
