Mr. Netanyahu's aides have
indicated that the prime minis-
ter is ready in principle to honor
the commitment, but not on the
terms endorsed by his Labor pre-
decessor, Shimon Peres. There
is talk of widening the corridor
between the settler enclave
around the Tomb of the Patri-
archs and the Jewish suburb of
Kiryat Arba. Mr. Netanyahu, it
is reported, wants to look again
at the numbers of Palestinian po-
lice and Israeli soldiers deployed,
and perhaps to stretch the im-
plementation period.
Mr. Arafat insists that the deal
is closed. The Palestinians ac-
cepted some things they didn't

election campaign, then the op-
posite only a few weeks later.

things they didn't like. Then they
signed on the dotted line, with
the blessing of Uncle Sam and
the world community. Now, the
Palestinians say, it's time to pull
out of the only West Bank city
still under occupation, then to
move on to the unfinished busi-
ness of peace.
In Hebron, the local Palestin-
ian leadership is equally
adamant.
"We reject any change in what
was agreed," Mayor Mustafa
Natshe said recently. "If they
don't redeploy, the peace process
will stagnate ... Jordan may keep
its embassy in Tel-Aviv, but com-
merce with Israel will come to a
halt. Half the population of Jor-
dan is Palestinian. They won't
stand for it."
In the neighbouring township
of Halhoul, Mayor Muhammad
Hassan Milhem has just re-

"Land for peace is the only op-
tion," he warned. "Even if we say,
`Let's give him a chance, let's wait
and see,' you have to remember

What Mr Netanyahu is saying
will affect the kind of people who
blew up the American barracks
in Saudi Arabia."
The irony is that, to all intents
and purposes, the Israelis have
already abandoned Arab Hebron.
The only Israeli soldiers seen are
manning roadblocks near the
Jewish enclave or making sure
that no one gets too close to the
Tomb of the Patriarchs, now
"closed for repairs," a sure sign
of expectations that troubles will
come. ❑
