Is Yassir Arafat, until recently
the dominating figure on the Is-
raeli political agenda, now out in
the cold?
The Palestinian Authority
president has complained to
United States diplomats that Mr.
Netanyahu addresses King Hus-
sein of Jordan, President Hosni
Mubarak of Egypt and sundry
Gulf sheikhs, but has still sent
no one of weight to talk to Pales-
tinian leaders.
Mr. Arafat is insulted by the
grudging way the Israeli prime
minister speaks about him, as if
he were still a pariah, as if the
Oslo Accords, the handshake on
the White House lawn, all the
face-to-face meetings in the Gaza
buffer zone had never happened.
He dismisses his June 27 ses-
sion with Dore Gold, Mr. Ne-
tanyahu's foreign policy adviser,
as a waste of time. Mr. Gold, Mr.
Arafat told the Americans, read
out a list of five points the prime
minister wanted to convey, but
had no mandate to discuss them
or to explore alternatives. He was
a messenger, not a negotiator.

And the Palestinians are dis-
turbed that in the five weeks be-
tween Mr. Netanyahu's election
victory and his departure for
Washington he announced no
substantive decisions on such
outstanding issues as the closure
of the green-line border to Pales-
tinian workers, the delayed re-
deployment in Hebron, and a
negotiating timetable.
On at least one of these points,
Mr. Arafat has sent an unequiv-
ocal message of his own to the
Clinton Administration. The
Palestinian leader is not pre-
pared to renegotiate the explo-
sive issue of Hebron.
The previous Israeli Govern-
ment signed an agreement to
withdraw from most of the Arab
sections of the holy city, while
keeping troops in place to protect
the 450 Jewish settlers who live
alongside the 150,000 Palestini-
ans. The redeployment was
scheduled for March 28, but was
