"Some people go into the vot-
ing booth and pick names they
are familiar with, and the Levins
have a familiar name," Ms.
Tomek said. "Our problem with
them is they are too liberal for
our state on every issue."
Sen. Levin said he doesn't buy
into labels. He described his phi-
losophy on government as one
that operates "close to the
ground."
"That means listening to peo-
ple and caring about their
dreams, hopes and pocketbooks,"
he said. "Government should
keep close to what people want
accomplished, and it should be
done in a frugal way. It should be
kept simple. Government can be

easy to categorize. Left and right
are not always accurate barom-
eters."
Both Levins receive tremen-
dous financial backing from the
Jewish community. Campaign fi-
nance reports document signifi-
cant contributions from both
Jewish Democrats and Repub-
licans around the country.
"They (the Levins) need the
Jewish community now more
than ever because interest
groups tend to put their money
with the party in the majority,"
said Robert Naftaly, Sen. Levin's
campaign treasurer. "It's the par-
ty in power that has the most
success getting legislation
passed. It's tougher for the par-
ty out of power to raise money, so

lower profile on Capitol Hill
— but a similar reputation
among his colleagues.
"His demeanor belies his
substance," he said. "His work
on the Ways and Means Com-
mittee has been very impor-
tant; he is consistently
identified as somebody with
great legislative ability. He's
a key player on all negotia-
tions in the committee."
The Levin brothers share
another trait, he said. "They
don't go along with every
whim, and they don't pander.
We have far too much pan-
dering in the Jewish commu-
nity, and they're not part of
that."
Their Capitol Hill offices
are closely related.
"The staffs are like
cousins," said M.J. Rosenberg,

a former Carl Levin staffer
and now an official with the
Agency for International De-
velopment. "They talk to each
other all the time; Carl and
Sandy are very protective of
each other and their staffs are
the same way."
Carl may be the senior
member of the team in terms
of the Washington political
structure — but in their per-
sonal relationship, Mr. Rosen-
berg said, Sandy is the senior
partner.
"There was a lot of concern
in 1994, which was a terrible
year for Democrats," he said.
"The fear was that Sandy
would lose — and that if that
happened, Carl wouldn't rim
for re-election. "They're that
close." U

His brother doesn't buy the lib-
eral label, either.
"I'm mainstream. They are
the extreme," he said, singling
out Patrick Buchanan as an ex-
ample. "That's one of the reasons
I'm running. I've been fighting
extremism for a long time. As
a college student, I fought the
extremism of the far left. Now,
