neither had to deal with the PLO
nor a time commitment to reach
final status talks regarding the
territories. Mr. Begin benefitted
from the creative work of Moshe
Dayan and Ezer Weizman; Mr.
Netanyahu's foreign and defense
minister have yet to prove their
caliber.
And daunting economic prob-
lems face Mr. Netanyahu which
did not confront Mr. Begin Infla-
tion is at 15 percent; last month
the Bank of Israel raised interest
rates for commercial customers.
A borrowing cost increase could
mean slower economic growth.
The annual trade deficit is at $1
billion per month. Tough policy
choices will be made in allocating
funds for infrastructure needs and
for military purposes. It will be
difficult to balance claims to pieces
of a shrinking domestic pie made
by religious, immigrant and Is-
raeli Arab groups. Few Israelis
will be happy if austere economic
measures slow down the growth
to an accustomed high standard
of living.
Finally, Mr. Netanyahu's most
formidable constraint may be his
own future. Mr. Begin took office
at the end of his life, achieving his
long-sought legitimacy as an equal
to the legendary David Ben-Gu-
rion, his long-time nemesis.
At 46, Mr. Netanyahu is at the
beginning of his political career.
Compromises and choices that
reek of pragmatism, not polemics,
will keep him at the heart of Is-
raeli politics.
Though elected from the right,
he has the ability to govern as far
to the left as he feels he can and
should. By not alienating the crit-
ically important Israeli political
center, his policies could also keep
Washington sufficiently satisfied
regardless of whether next year
we are in a second Clinton or first
Dole administration. ❑
