Also, Federation is picking up
the tab for translator services for
New Americans at such
constituent agencies as Jewish
Federation Apartments, Sinai
Hospital and Hebrew Free Loan
Association. In the past, this ser-
vice was provided by a portion of
the Resettlement budget that
was funded by Operation Exodus
and the Campaign.

"We aren't getting an increase
in funding," said Marsha Gold-
smith, executive director of Jew-
ish Federation Apartments.
"Instead of getting two checks
(one from Federation to supple-
ment the food budget and an-
other from Resettlement for
translator services), we are get-
one now."
One area that picked up a
clear increase in funding is the
community's reserve. To offset
anticipated cuts in federal fund-
ing in health and human service
programs, Federation officials
added $1,261,980 to the stock-
pile.
Pending legislative actions, the
reserve will be allocated in the
fall.
But while the reserve received
a big boost, some agencies suf-
fered losses in funding levels. Na-
tional agencies as a whole
received $592,640, an $8,027 loss
over last year. And the Israel and
overseas components dropped in
their share of the Campaign from
$13,541,595 to $13,425,000, in
keeping with a three-year-old
plan to reduce the ratio of Cam-
paign dollars that leave the com-
munity.
The Federation's former ratio
was 60 percent for Israel and
overseas concerns with the rest
going to local concerns; a plan in-
stituted in 1994 lowered the ra-
tio 1 percent each year for three
years.
On paper, the largest cut in al-
locations appeared to be aimed
at the financially plagued Jew-
ish Community Center. In the
past 18 months, the JCC has suf-
