Administration officials are more
worried than they publicly let on
about next weeks 20-nation Arab
summit in Cairo. That meeting,
they worry, could add to the con-
frontational tone set by the Pales-
tinian Authority's warning that
any slowdown in the peace
process could result in renewed
anti-Israel violence.
"Egypt is playing a potentially
dangerous and disruptive role,"
said an analyst with a major Jew-
ish organization. 'The danger is
that they will exploit Arab alarm
about Netanyahu's victory to by
to expand their own influence in
the region."
Administration officials are
concerned that Egypt's quest for
influence may wreak havoc on an
already endangered peace
process.
Officially, the administration
offered cautious praise for Egypt's
decision to call the summit, the
first in six years; publicly and pri-
vately, they continued to urge the
Arab nations to go slow in their
dealings with the new Israeligov-
ernment.
The Arab governments "ought
not prejudge a government that
does not yet exist, that hasn't been
formed yet," said State Depart-
ment spokesman Nicholas Burns.
"We believe that under responsi-
ble management, and certainly
Egypt will exercise responsible
authority, this can be a positive
conference."
But what one source in Wash-
ington described as "a constant
administration pounding on the
Arabs to keep cool and give Ne-
tanyahu a chance" has not tem-
pered the hot rhetoric coming
from Arab capitals and the warn-
ings from Palestinian officials in
this country.
Palestinian leader Faisal Hus-
seini; speaking to reporters in
Washington, warned that an Is-
raeli pullback from the peace
process could result in a resump-
tion of the intifada and the tri-
umph of Islamic fundamentalism.
The Arab summit in Cairo also ='\
has focused attention on reports
of growing diplomatic activity be-
tween Damascus and Baghdad
— a development officials here re-
gard as a clear threat to Ameri-
can and Israeli interests.
'We certainly noted that there
has been that pattern" Mr. Burns
said on Monday.
Iraq, still a pariah nation, has
been excluded from the Cairo
summit. But growing Syrian eco-
nomic and strategic contacts could
lessen the isolation resulting from
international sanctions on Iraq.

other pariah state committed to (±\
the end of the peace process.
