It could be the most important
diplomatic tete-a-tete of the year:
the Clinton administration, still
reeling from the recent election in
Israel, is nervously awaiting the
arrival of incoming Prime Minis-
ter Binyamin Netanyahu, the
man spurned by President Clin-
ton before the May 29 vote.
Mr. Netanyahu is expected at
the end of the month. United
States government officials hope
to cast a positive glow around the
Likud leader's visit both for po-
litical and diplomatic reasons.
`The relationship between Mr.
Clinton and Mr. Netanyahu did
not start under the most auspi-
cious circumstances," said one
longtime Mideast analyst here.
`There's a great desire on the part
of the administration to make up
for their blatant endorsement of
[Shimon] Peres and to protect the
peace process by making Bibi's
first trip here as positive as pos-
sible."
In addition, the Clinton ad-
ministration has little interest in
any new U.S.-Israeli friction only
months before the presidential
election.
At the same time, some officials
here want to lay out clear mark-
ers pointing to the administra-
tion's bottom-line principles in the
peace process, including their ex-
pectation that Mr. Netanyahu
will honor the terms of the Oslo
Accords and pursue the "final sta-
tus" negotiations that officially
opened last month.
Special Mideast envoy Dennis
Ross, in particular, reportedly
wants to spell out American pol-
icy clearly for the new Israeli
leader. Mr. Ross is expected to
travel to Israel soon to brief Mr.
Netanyahu in advance of his vis-
it.
But President Clinton and Sec-
retary of State Warren Christo-
pher are determined to use the
visit to establish a good working
rapport with Mr. Netanyahu.
"The administration is work-
ing very hard to make sure there
will be a positive tone," said Mal-
colm Hoenlein, executive vice
chair of the Conference of Presi-
dents of Major American Jewish
Organizations. "And Netanyahu
wants the same thing — not spe-
cific agreements or detailed dis-
cussions, but the establishment
of rapport and of good working re-
lations."
