Professor Khashan concluded
that though Israel has diplomat-
ic agreements with Egypt, Jor-
dan, and with the PLO, many
ordinary Arab citizens remain
"suspicious of Israel's motives
and long term intentions. [Arabs]
believe that the Arab-Israeli con-
flict has not ended but merely
transformed, and thus recent
peace treaties are a temporary
truce rather than an end to hos-
tilities that have yet to run their
course.
"Traditional cliches about Is-
raeli military domination have
been supplanted by concerns
about economic hegemony," he
wrote. "More than half of the
1995 poll respondents who op-
pose the peace process advocate
terrorist attacks as an alterna-
tive to negotiations. There ap-

opposition to peace with Israel."
But very significant is the in-
crease in support for the peace
process even among these small
groups has come while the Arab
media inundated the general
public with negative comments
about Israel's motives. And these
surveys were conducted well be-
fore Israel and the Palestinians
continued to implement agree-
ments reached in September
1995.
According to polling data col-
lected since September 1993 from
the Center for Palestine Research
and Studies in Nablus, West
Bank and Gaza Palestinians
have increased their support for
the peace process from a low of
42 percent in December 1993 to
a high of 78 percent in March
1996. In the same time frame,
just less than a fifth of the same
Palestinian Arab population re-
mained consistently and
adamantly opposed to any nego-
tiations with Israel.
Most notable is that Palestin-
ian Arab attitudes toward Israel
are changing more positively and
more rapidly in favor of the peace
process than those of Arabs in
surrounding states.
In the end, Israel's Arab neigh-
bors continue to view her with
fear and misgivings. Going from
mistrust to even partial trust will
not be easy. And it will take time:
For Arabs and Israelis alike, the
negotiating process continues to
be stressful because final out-
comes are unknown, and no side
is likely to receive all that it
wants. Yet, the present Arab
transition to more positive atti-
tudes toward the peace process
is encouraging.
