know what a tree looks like, in-
dicating that municipal greed
may supersede needed fore-
thought in urban planning. Such
a situation could mean Prime
Minister Shimon Peres' heralded
promise to make Tel Aviv the
Hong Kong of the Middle East
will come true for all the wrong
reasons.
He is equally critical of the na-
tional government.
"Most of the land outside towns
belongs to the Israel Lands Ad-
ministration and they are acting
like the worst speculators who
exist.
`They put out advertisements
that you can buy or lease the land
from them, and what they do is
this: They take the latest price
they received for certain land in
the neighborhood and they say,
This is the minimum price that
you can tender for the next one.
And you must go above it."'
At the same time, Mr. Leven-
stein has remained apolitical, us-
ing his architectural ideas to
change the local skyline. Rather
than joining the family business,
he studied engineering and ded-
icated his life to building the coun-
try's infrastructure. Twenty years
ago, for example, he created a
structural plan that became the
model for today's health funds.
"It struck me that it would be
useful to bunch together doctors
of various professions so that one
could refer a patient to a colleague
to complete the checkup."
However, the doctors took a lit-
tle persuading. Says Levenstein:
'When I built Hadar Dafna, I
wanted to devote a complete floor
to be a doctors' building. So I sug-
gested that we ask doctors from
all areas to buy, but we couldn't
sell, since at the time it was com-
mon for a doctor practicing from
home not to declare all of his in-
come to the authorities. And if he
had an office here, his name
would be known and of course it
would be easy for income tax to
trace him."
The doctors eventually came
round, and there are now similar
medical centers across the coun-
try. Today, instead of worrying
about income tax, says Mr. Lev-
enstein's son, Shaul Lotan, the
doctors "discovered a better idea.
They raise their prices and then
pay income tax."
Mr. Levenstein was also a pio-
neer of Israeli air-conditioning,
which two decades ago was un-
heard of in skyscrapers.
"When I built Hadar Dafria, we
suggested that the Histadrut
have one of the buildings and that
we install air-conditioning," he re-
calls. "Senta Josephthal, then-sec-
retary of the labor unions'
workers' committee, dismissed
the idea outright, saying: 'What?
Air conditioning? Do you mean to
say that the worker will come
from the field to my office and I
will sit in an air-conditioned office
while he will come sweating?"' ❑
