Ethel Rabinowitz enjoyed her oc-
casional trips to the bank and gro-
cery store because each excursion
provided her with some time
away from her apartment and an
opportunity to feel a little more
self-reliant.
Until recently, Ms. Rabinowitz,
a Southfield resident living in Mc-
Donnell Towers subsidized hous-
ing, relied on Jewish Family
Service's Homemakers program
to bring her to the outside world.
Economic and legal realities,
however, have put an end to the
transportation component of the
program that continues to provide
her with light housework help
and companionship.

and pay for — a second program.
Clients of the Homemaker pro-
gram were recently told they
could no longer be driven to doc-
tors appointments or on errands.
Carolyn Davidson, JFS's Home-
care program manager, said time
constraints are among the factors
preventing the transportation of
clients.
`The homemaker has a limit-
ed time to provide services," she
said. 'Typically, they work for a
half a day and it's difficult to get
their housework done and also
transport a client."
JFS Executive Director Alan
Goodman cites safety concerns
and requests for mileage com-
pensation as other reasons.
Homemaker employees can still
run errands for clients, but clients
are prohibited from accompany-
ing them.
Transportation, Mr. Goodman
said, was never supposed to be a
component of the 40-year-old pro-
gram. "In today's world, you have
to be concerned about liability,"
Mr. Goodman said.
