expert on extremism and one of
the first to chronicle the militia
danger, agreed "Why do we con-
tinue to tolerate private armies?"
he asked. "Why are they not ille-
gal under federal law?"
Rep. Jerrold Nadler, D-N.Y.,
one of a handful of legislators
with an answer, used the con-
ference to promote his own bill,
the Domestic Counter Terrorism
Act of 1995, introduced after the
1995 Oklahoma City federal
building bombing.
That bill would outlaw partic-
ipation in paramilitary activities
aimed at any illegal purpose, in-
cluding the overthrow of the fed-
eral government.
But Mr. Nadler's interest has
not been matched by his col-
leagues, especially on the Re-
publican side of the aisle.
"Part of the problem is the ab-
breviated legislative calendar be-
cause of the elections," said
Richard Foltin, the AJC's leg-
islative director. "And there's a
resistance to seeing the militias
as something that's symptomatic
of a larger problem. The first step
is to try to raise the conscious-
ness of legislators; we need to de-
velop a long-term game plan."
Congressional staffers point to
the enormous clout of pro-gun
groups, which they see as major
impediments to any serious con-
gressional scrutiny of the militia
groups, especially in an election
year.
Rep. Charles Schumer, D-
N.Y., is facing similar problems
in his fight for a bill that would
give state governments — which
increasingly face threats from the
armed anti-government groups
—the right to go to federal court
to defend themselves.
