But the trio of GOP legislators
say that's a bad idea; the fight
over the amendment, they
warned, "will undoubtedly cre-
ate significant divisions in the
party at a time when consensus-
building should be our goal."
Like most Jewish groups, the
legislators argued that the
sweeping amendments represent
a dangerous tampering with the
First Amendment.
The legislation, they said, is
"unnecessary because the First
Amendment, the Religious Free-
dom Restoration Act and the
Equal Access Act already protect
religious liberty in public schools
and other public places."
So far, no word from Mr. Gin-
grich. But congressional insiders
say the speaker may be quietly
edging away from the school
prayer fight for precisely the rea-
sons listed by Rep. Schiff and
company.

Militia Words
Find Few Ears

Delegates to last week's annual
convention of the American Jew-
ish Committee heard disturbing
warnings about the unchecked
rise of right-wing militias across
the country.
But on Capitol Hill, those
warnings are resonating only
faintly, legislative efforts to make
it harder for paramilitary groups
to recruit and train members for
subversive activities are given lit-
tle chance of moving forward be-
fore the November elections.
Morris Dees, chief counsel for
the Southern Poverty Law Cen-
ter, used his appearance before
the Jewish group to call for full-
scale congressional hearings into
the militia threat. Too many gov-
ernment officials, he warned, still
do not take the paramilitary
groups seriously.
