The punitive intent of many in Congress was demonstrated several months ago, when the House added to its immigration reform package a provision al- lowing states to keep the chil- dren of illegal immigrants out of the public schools. That, according to several Jewish activists here, lends cre- dence to the view that legisla- tors are pandering to anti-foreigner hysteria, not try- ing to reform a complex and flawed system. The effort to balance the fed- eral budget on the backs of the most vulnerable Americans, Jewish leaders worry, is a pre- scription for social unrest — and an indirect but powerful attack on American pluralism. There also are a host of civil liberties concerns. The Senate bill, passed by a 97-3 vote, includes pilot pro- grams that would mandate the use of national computer data- bases to verify that prospective employees are here legally — a proposal that strikes many Jew- ish leaders as big brotherish. The next step, they say, is some kind of national identity card, a proposal that Jewish groups have long resisted. Officially, Jewish groups hope to blunt some of the most offen- sive language when House and Senate conferees begin ham- mering out a final version in the next few weeks; unofficially, they are mostly hoping to avoid the introduction of even worse lan- guage. "What we're seeing is a bi- partisan spasm of reaction that is very dangerous," said a lead- ing Jewish activist who worked on the issue. "Congress is basi- cally setting up two classes of cit- izenship, which is something new on the American scene. Those who were born here will be helped by the government when facing hardship — but those seeking to live here by choice will be denied any kind of assistance, even when they are here legally and leading re- sponsible lives. This is a terrible precedent for our own commu- nity and for every other minor- ity." Lexus Certified Pre-owned Cars Yad Vashem letter Causes Anger /-- /- erusalem (JTA) — Holo- caust survivors have react- ed angrily to a fund-raising campaign by the Yad Vashem Holocaust Memorial. In a letter sent to Holocaust survivors, Yad Vashem said fam- ilies could purchase plaques with the names of loved ones who per- ished in the Holocaust. The cost of the plaques would range from about $500 to $1,500, depending on the size of the plaque. "After I received the letter, I couldn't sleep all night," Paula Tik, a 66-year-old survivor who lost her family in the Holocaust, told the Israeli daily Yediot Achronot. "I felt angry, insulted, and hurt. I would like to remember dozens of my relatives who per- ished, and such a plaque could be the only grave that memori- alizes them, but I can't econom- ically handle it." Amcha, an organization which provides support for survivors and their families, said the pro- ject was insensitive. "We think memorializing the victims of the Holocaust is very important for survivors -,x) fulfill a need to feel they have done everything to honor their loved ones' memories in a dignified way. Amcha would expect that there would be great sensitivity to such a matter, to ensure that there is no inequality between victims." Yad Vashem said in response that the "Cave of Remembrance," where the plaques are to be placed, was only an additional option for remembering the Holo- caust victims, and that the idea was first proposed by numerous families who sought such an ex- pression. Yad Vashem has the "Hall of Remembrance," where victims of the Holocaust are commemo- rated at no cost, said Avital Bar, aspokeswoman for Yad Vashem. The way for the new project was cleared in 1994, when Is- rael's Supreme Court rejected a petition against it. The justices ruled that Yad Vashem was acting within its statutory authority in establish- ing the new remembrance hall, and was authorized to receive contributions for special purpos- es under agreements reached be- tween the contributor and Yad Vashem. 1995 Lexus SC300 Platinum, 11K, CD, Power moonroof, dual air bags anti-lock brakes, AM/FAQ cassette, security system, leather.
