the Sharm a-Sheik conference
(as the chief patron of Islamic
terrorism). Both the French and
Italian foreign ministers met
with their Iranian counterpart.
The hostilities also enabled
both France and Russia to
elbow their way into Middle
East diplomacy — hitherto re-
garded as exclusively American.
This has raised the tension be-
tween Paris, Moscow, and
Jerusalem.
As a result, when Mr. Peres
arrives in Washington next
week, he may find the air
somewhat chillier than expect-
ed. His image as a peacemaker
has also suffered among the
Arab participants in the Sharm
a-Sheik conclave, particularly
Morocco, Jordan, and Tunis
(which has postponed opening
its diplomatic representation in
Israel).
But probably the greatest
blow Mr. Peres has suffered is
in Israel itself. Elections are a
month away and Labor had
expected Mr. Peres's cool and
firm direction of the operation
to extend his lead over Likud's
Bibi Netanyahu. But the oppo-
site has happened. The latest
poll (taken before the disaster
at Qana) showed him leading
Mr. Netanyahu by 50 percent to
45 percent, a loss of 1 percent
from the previous survey. Poll-
ster Mina Tsemach has ascribed
this to a loss of support among
Israeli-Arabs. The problem is
that the Arab vote is crucial to
Mr. Peres's election and an ex-
pected rise in favor among
swing voters failed to material-
ize.
And it all leaves Mr. Peres es-
sentially battling not just the
Hezbollah, but a vexing politi-
cal reputation as a "loser" who
is "dogged by bad luck." As Ra-
bin's foreign minister, he had
shed that image. But if it re-
turns at the most vulnerable
moment in his career, he won't
have another chance to van-
quish it again. 0

War's Toll

As Israel marked its Memor-
ial Day for the Fallen in Is
rael's Wars, the Israeli
government released the sta-
tistic that since the War of In-
dependence, 18,211 men and
women serving in the IDF
and other security forces have
been killed in Israel's wars
and other actions to preserve
the country's security. Of
them, 177 fell in the past
year. The 18,396 bereaved
families include 3,215 wid-
ows, 2,682 orphans, 4,225
widowed, divorced, or other-
wise single parents, and 4,137
married couples. O
