When aberrations like these occur, alarm bells go off among many Israelis, especially the hardline right-wing. In the 1992 election the Tsomet party, which is now running on a joint list with the Likud and David Levy's Gesher party, said: "All Arabs within the borders of Eretz Yis- rael are the enemy. All of them have the same aspiration and all of them express it in a similarly violent way." Israeli Arabs hear these bells too, and go on the defensive. Af- ter the arrest of the driver in the Dizengoff attack, Hussein Suleiman, an Arab municipal leader, said: "Somebody like this does not represent even a small minority within a minority of the Israeli Arab community. An en- tire community cannot be judged on the basis of the actions of one rotten individual. Jews have a common fate in this country. We have proved our loy- alty over the years and we do not need any receipts for it." Israeli history bears him out. Israel's Arabs have never taken sides against their state in time of war, and the number of ter- rorists among them are out- numbered many, many times over by those who have died fighting terrorists. Visiting the wounded and the families of the dead from the re- cent battle in South Lebanon, President Ezer Weizman said that the odd "scoundrel" could be found in both the Arab and Jew- ish populations. "We must not turn all the Arabs in Israel into our enemies at a time when we are trying to achieve peace," he said. Ordinarily such statements aren't necessary in this country. But Mr. Weizman's statement was necessary, because these have not been ordinary times. 0 0 Troubled Waters $269*'m. 3. Rabbi Yisrael Halperin of Herzellia took the water 13 years ago from the Rebbe's mikvah in Brooklyn, Yediot Aharonot re- ports. He and his group of Lubav- itchers who argue that the Rebbe is the messiah do not charge for the cups, but ask people to donate money to charity. They also advise people to ei- ther drink the water or pour it on the body of a sick person and to then publicize the miracles that are sure to follow, according to A Yediot Aharonot. Most Lubavitchers, however, have no intent to drink or do any- thing else with this water, Yediot Aharonot reports. In fact, many of them are criticizing Rabbi Halperin and his group for going too far. "I am shocked," said Men- achem Broad, the Lubavitch movement's spokesman in Israel. "I could not imagine such things." Not Exactly The Little Blue Box Every month for 12 years, Shoshana Changal-Citrin of New York sent $2,000 to her friend Margalit Bibi of Tel Aviv. Ms. Bibi, 57, told Mrs. Citrin, 45, that she gave the money to the needy in the Hatikvah neigh- borhood, a poverty-stricken sec- tion of Tel Aviv where they grew up, according to the Yediot Aharonot. But three years ago, after hearing rumors that her money did not go where it was supposed to go, Mrs. Citrin discovered, through the work of a private de- tective, that Ms. Bibi was keep- ing the money for herself, according to Yediot Aharonot. This not only greatly upset Mrs. Citrin — who had married a wealthy Jewish American doc- tor and hoped that the charity would keep evil spirits from tak- ing away her good fortune — but also Judge Edna Beckenstein, who sentenced Ms. Bibi to a year in prison and gave her a $10,000 fine. This, Yediot Aharonot notes, is highly unusual. "It has been many years since a sickly older woman, with no criminal back- ground, was sent to prison for fraud." Way Too Young The age of Israeli female mod- els is dropping like consumer spending in a recession. The latest trend in the Israeli modeling industry has fallen from the too-young previous pop- ular age of 16 to the way-too- young age of 12, according to Maariv. Israel has a law against em- ploying children under the age of 15 during the school year and age 14 in the summer. But the mod- eling industry gets around this by having its different compo- nents — like the advertising agencies and modeling agencies — blame each other, Maariv re- ports. "The advertising agency claims that the modeling agency sent the kids. The modeling
