ernment must "significantly" cut
its spending to maintain its
. achievements in the spheres of
inflation, growth and employ-
ment, and publicly commit it-
self to long-term macro-
economic goals, Bank of Israel
Governor Jacob Frenkel said
while presenting the central
bank's annual report.
A devaluation might be a nat-
ural market reaction to bud-
getary cuts, said Mr. Frenkel,
but to bring it about by nominal
measures like an administra-
tive decree or accelerated print-
ing would achieve little other
than higher inflation.
The deficit stems from the
real economy, where excessive
public consumption reflects
state spending, which is higher
than state earnings, he ex-
plained.
"And just as a household
should do in such a case, the
government must reduce its
spending," said Mr. Frenkel. If
the government would official-
ly designate an inflation target
for the end of the decade, and
for each of the years until then,
it would be compelled to meet
those goals since the public
would thus have a tool with
which to measure its reliabili-
ty, he said.
Mr. Frenkel said the short-
ened election season is good
from a macro-economic vantage
point, because it eases bud-
getary pressures. He applaud-
ed Finance Minister Avraham
Shohat for having said an elec-
tion season was no excuse for
fiscal misbehavior.
He expressed confidence that
immediately after the elections
the new government will exe-
cute deep budget cuts and adopt
long-term inflation and deficit
goals, which in his view should
be the binding guidelines for
governments at least until the
end of the decade.

Jerusalem (JPFS) — The Bank
of Israel's index of leading indi-
cators rose 0.9 percent in Feb-
ruary, reflecting a sharp rise in
retail commerce, the central
bank said.
The index of leading indica-
tors integrates statistics on in-
dustrial production, retail
commerce, import and business-
sector wages, and provides a
barometer of consumption
trends. The bank attributed the
steepest rise in the past 10
months to increased import ex-
pansion and "a sharp rise" in re-
tail commerce.
