Jerusalem (JPFS) — Unilever
has made no changes in its re-
gional investment plans,
Strauss Ice Cream general man-
ager Shaul Shelach said.
Strauss has recently entered a
strategic partnership with the
British-Dutch packaged-con-
sumer goods giant.
Unilever will contribute to
Strauss Ice Cream's develop-
ment of new products and help
develop its presence on the local
market as part of its partnership
agreement with the company,
the Strauss executive said.
Mr. Shelach said Unilever has
long-term plans to expand
Strauss activities to all of the
Middle East, but at this stage,
there are no specific plans. He
emphasized the recent wave of
suicide attacks have not stalled
Unilever's development plans
for the company.
Unilever purchased a 50 per-
cent stake in the Strauss ice-
cream division in September
1995 in the framework of the gi-
ant international food and con-
sumer product maker's plans to
increase its activities in the Mid-
dle East region. The agreement
was signed with the intention of
contributing to Strauss techno-
logical know-how and to add
Unilever brand names to the
Strauss line of products.

Jerusalem (JPFS) — The Asso-
ciation of Contractors and
Builders has demanded a 50
percent increase in foreign con-
struction workers.
The request comes in re-
sponse to the closure of the ter-
ritories that will prevent 30,000
Palestinian construction work-
ers from working in Israel, half
of all Palestinians who enter Is-
rael to seek employment, asso-
ciation president Mordechai
Yona said.
Predicting that the closure
will be imposed for at least three
months, Mr. Yona called on La-
bor and Social Affairs Minister
Ora Namir and Construction
and Housing Minister Binyamin
Ben-Eliezer to issue 25,000 per-
mits for foreign laborers.
Currently 73,000 foreigners
hold such permits, 50,000 of
whom work in construction.
If the government agrees to
the contractors' request, it will
signify a turning point in Mr.
Peres' vision of integrating Israeli
and Palestinian workforces.
In the last three years, 70,000
Israelis have begun working in
construction, but there are not
enough willing to fill the con-
tractors' needs.
The construction industry em-
ploys 220,000 workers, 146,000
of whom are Israelis.

national consortia have applied
to the Communications Ministry
to supply international dialing
services in competition with
Bezeq.
Communications Minister
Shulamit Aloni said the two win-
ning consortia will be chosen ac-
cording to the price they offer,
and the quality of services in-
cluded in their bid. The six con-
sortia are: Dolphin International
Telecommunications: Bell South,
the Safra Brothers, Discount In-
vestments, Teleglobe of Canada,
Isranet and S. Piotarkovsky.
Newton Group: Tadiran Corn-
munications, Idan, Darcom,
British Telecom and MCA in the
United States.
Barak Group: Clalcom, Sprint
U.S., Matav, Deutsche Telekom
and France Telecom.
Kavei Zahav Group: South-
western Bell, Aurek, Globescom,
Stat Italy and Cahan.
Eurokol Group: Poalim Infra-
structures and Technologies, Eu-
