American help for participants in
the Middle East peace process con-
tinues to get caught up in parti-
san sniping between the
Republican Congress and the
Clinton administration.
The latest casualty was a $200
million supplemental military
package for Jordan to upgrade the
aircraft promised to King Hussein
during Defense Secretary William
Perry's recent trip through the re-
gion.
The problem is, Mr. Perry didn't
consult with Congress before mak-
ing the offer. Nor did the admin-
istration consult over plans to take
the money out of the Defense De-
partment budget, not foreign aid.
That produced a spasm of irri-
tation from the explosive chair of
the House Appropriations Com-
mittee, Rep. Bob Livingston (R-
La.) and several Republican
colleagues, who promised to block
the additional appropriation.
Capitol Hill insiders say that
the holdup has nothing to do with
substance.
`There's a lot of irritation at the <
way the administration has han-
dled this," said a leading pro-Is-
rael activist here. "The
Republicans want a clean defense
bill; they are infuriated at the ad-
ministration for trying to add an-
other aid program to the bill."
Pro-Israel groups, taking their
lead from a government in
Jerusalem that believes Ameri-
can aid to Jordan is an important
part of the ongoing peace process,
spent much of this week trying to
smooth the ruffled feathers and
work out a compromise formula
for the aid.

ADL Develops
Tolerance Series

Jerusalem (JTA) — In an attempt
to address the concerns of the
country's immigrants, the Min-
istry of Absorption has asked the
Anti-Defamation League to help
it develop and implement a series
of tolerance programs.
The joint effort, which will be-
gin with a program aimed at im-
proving the integration of
Ethiopian immigrants, will utilize
the experience and techniques of
the ADL's "A World of Difference
Program."
The program, first launched in
the United States more than a
decade ago as a means of pro-
moting interracial and interreli-
gious tolerance, has already been
adapted for use in Israeli schools
by the Ministry of Education.
