rael's doorstep. MK Benny Begin
threatened to leave the Likud if
the party became too conciliato-
ry. MK Ariel Sharon said that if
the Likud accepted the Oslo Ac-
cord, "it would no longer have the
right to exist."
MK Tsachi Hanegbi, one of Mr.
Netanyahu's closest Likud allies,
said what was taking place in the
party was "not a change in ide-
ology, only a change in tactics."
Shortly before the Rabin as-
sassination, Mr. Hanegbi said
that with Mr. Netanyahu as
prime minister, Israeli forces, not
the Palestinian police, would re-
spond to Hamas terror —
"whether with commandos or the
Air Force or helicopters or ground
troops."
An absolute ban on remarks
such as those appears to be part
of the "change in tactics" Mr.
Hanegbi speaks of.
The Likud is trying to present
itself as a moderate party that can
do more than "just say no." Mr.
Netanyahu, dogged by the charge
that he has no alternative for
peace, promises to unveil a de-
tailed alternative soon.
One problem the Likud took
a fairly decisive step toward solv-
ing was the lack of unity and mul-
tiplicity of electoral choices on the
right. The Likud reached an
agreement with the Tsomet
(Crossroads) Party to run as a bloc
in the elections. As part of the
pact, Tsomet leader MK Rafael
Eitan withdrew his candidacy for
prime minister and accepted the
No. 2 spot behind Mr. Netanyahu
on the Likud-Tsomet list.
This left only MK David Levy,
who broke away from the Likud
to form his own party, as a chal-
lenger to Mr. Peres and Mr. Ne-
tanyahu for the premiership.
However, a charedi candidate,
possibly United Torah Judaism
MK Avraham Shapira, may yet
join the race.
It was debatable whether Mr.
Eitan's withdrawal from the
prime minister's election would
help Mr. Netanyahu. It was like-
wise debatable whether the
Likud-Tsomet marriage of con-
venience would help the two par-
ties.
Professor Avraham Diskin, a
Hebrew University political sci-
entist, said the merger would
have "no significant influence."
He noted that right-wing parties
fell back in the Knesset after they
joined forces in the 1965 elections,
but gained strength after they
took on yet new partners in the
elections of 1973.
While Mr. Netanyahu and the
Likud experimented with new di-
rections, Mr. Peres and the Labor
Party were confident they had a
strong hand, and said they would
keep playing it. "If Labor's theme
in the 1992 elections was, 'Israel
is waiting for Rabin,' the theme
in this election will be, 'Israel is
continuing with Peres. 0
