Until now, she says, most trav-
el agencies have turned away dis-
abled travelers because the
agencies did not have or did not
know about facilities available
outside the United States. The
ADA (Americans with Disabili-
ties Act), passed in 1990, has
made it somewhat easier for the
disabled to participate in domes-
tic travel programs, but there is
a great disparity in access stan-
dards abroad.
Israel has no comparable dis-
ability law; but the country,
nonetheless, is more sensitive to
access needs than almost any
other country in the world, and
responds to them, Ms. Perry says
— first, out of the Jewish tradi-
tion of tzedakah (altruism); sec-
ond, because the Israeli people
have suffered so many casualties
in the series of wars and terror-
ist attacks over the past 50 years.
Access facilities and concern for
the disabled are, accordingly, "un-
surpassed," Ms. Perry adds.
AccessAbility packages are or-
ganized to meet the needs of a
particular group, varying in size
from 12 to 25 and usually in-
cluding both disabled partici-
pants and their companions or
attendants. The tours, of either
8-day or 15-day duration, will be
scheduled at any time of the year,
to suit the wishes of the group.
A typical package is the eight-
day Classical Israel tour of the
country for deaf and hard-of-
hearing travelers: Jerusalem, the
Dead Sea/Masada region,
Tiberias and the Upper Galilee,
"do-it-yourself" bread-baking and
olive oil-pressing at a Lower
Galilee kibbutz, Caesarea, the
wineries at Zichron Yaakov, the
Diaspora Museum in Tel Aviv.
Not included in any of the
tours are air fare and the $50 fee
for Club Access membership
which is required in all Access-
Ability programs.
