Foreign Aid
Surprise

In a move that caught many pro-
Israel activists by surprise, Con-
gress passed the long-stalled
foreign operations bill — the
measure that includes Israel's
annual $3 billion economic shot
in the arm, as well as a host of
other programs important to Is-
rael's security and to the Middle
East peace process.
The measure had been held
up for months because of the in-
sistence by House Republicans
on including strong anti-abortion
language that was unacceptable
to both the Senate and the ad-
ministration.
The delay cost Israel millions
of dollars in lost interest because
the lack of an appropriations bill
short-circuited provisions that
provide the aid in a lump pay-
ment at the beginning of the fis-
cal year.
And the delay jeopardized the
Middle East Peace Facilitation
Act (MEPFA), the measure al-
lowing American aid to the
Palestinian Authority, which
was part of the package.
Two weeks ago, pro-Israel ac-
tivists gloomily predicted that
the GOP legislators would not
budge from their hardline posi-
tion on the abortion question.
But the collapse of efforts to
work out a seven-year plan for
wiping out the federal deficit —
a conflict that produced two po-
litically costly partial govern-
ment shutdowns and threatened
a third — meant that Congres-
sional leaders could focus more
attention on the gummed-up aid
bill.
Sen. Bob Dole, R-Kans., Rep.
Newt Gingrich, R-Ga., and key
appropriations committee mem-
bers in both houses were instru-
mental in breaking the logjam.
The American Israel Public
Affairs Committee (AIPAC) also
lobbied intensively on behalf of
the troubled aid bill.
House Republicans finally ac-
cepted a last-ditch compromise
that substantially softened the
abortion language. The bill was
then wrapped into the "continu-
ing resolution" that kept the gov-
ernment functioning after the
Jan. 26 deadline for a budget
agreement.
The aid bill was passed in its
entirety — meaning that aid to
the Jerusalem government and
favorable language on things like
"competitive pricing' for Israel's
military buyers are now secure
for the rest of the fiscal year.
And MEPFA, which was vig-
orously opposed by right-wing
Jewish groups, was extended for
18 months.
"So much of compromise is
simply finding the right time,"
said a leading pro-Israel activist
here.
