The first ramifications of deal-
ing with a democratically elect-
ed administration are already
evident in Israel's decision to al-
low the Palestinian National
Council (PNC), which purports
to represent the entire Palestin-
ian people — to convene in the
autonomous areas in order to
vote on rescinding the clauses of
the Palestinian Covenant that
call for the destruction of Israel.
The early assessments are that
the PNC's delegates from the so-
called Rejectionist Front — in-
cluding "arch-terrorists" Naif
Hawatmeh of the DFLP and
George Habash of the PFLP - will
boycott the session, lest their at-
tendance grant legitimacy to Mr.
Arafat's administration and the
historic compromise it stands for.
For Israel, whether they show
up isn't the point. Though the
PNC is not a democratically elect-
ed body, since last Saturday re-
spect for the Palestinians' right
to express themselves through
democratic procedure has become
the required etiquette in the
Palestinian-Israeli dynamic.
Mr. Arafat has also asked that
the PNC delegates be allowed
into the territories well before the
vote, so that they can have a
chance to assess the local mood
before making their decision.
That, too, leaves many Israelis
feeling queasy. But Israel can no
more expect the PNC to blindly
approve Arafat's decisions than
it should expect the Palestinian
Council to do so. And with Prime
Minister Shimon Peres declaring
that failure to rescind the offen-
sive clauses of the Covenant will
bring the peace process to a halt,

Israel cannot afford to be seen as
placing obstacles in Mr. Arafat's
path.
Thus the elections have truly
ushered in a new phase in Israeli-
Palestinian relations, one that
many Israelis may have trouble
getting used to. On the other
hand, they've had lots of practice
in adjusting to things so recently
considered as unthinkable.
Rabbi's Assistant
Is Sentenced.
Los Angeles (JTA) — Yehudah
Friedlander, a New York rabbi's
assistant, has been sentenced to
22 months in a federal prison for
sexually abusing a 15-year-old
girl who sat beside him on a flight
from Australia to Los Angeles.
His sentence will begin Feb.
20.
Mr. Friedlander, who has five
children, had earlier pleaded
guilty to a federal charge of abu-
sive federal contact with a minor.
The rabbi's assistant touched the
girl's breast and genitals during
the May 31 flight.
"My reputation and my life as
I knew it is gone," Mr. Friedlan-
der, 44, said to U.S. District
Judge Spencer Letts at the sen-
tencing. 'What I did to this vic-
tim and all the other victims in
this case, such as my family, is
inexcusable."
